GHGRP Demographic Data Highlights

This dashboard provides information about facilities which reported to the Greenhouse Gas Reporting Program (GHGRP) in 2020 and their neighboring communities. Please note the following:

  • Not all facilities within a particular industry may be represented.
  • Some GHGRP sectors include a reporting threshold of ≥25,000 metric tons of CO2e.
  • Oil and Gas activity reported under the Onshore Production, Gathering and Boosting, Natural Gas Transmission Pipeline, and Natural Gas Distribution industry segments cannot be resolved to discrete geographic locations and is not included in this resource.
  • Facility totals in this dashboard reflect all facilities which have latitude/longitude information and demographic data. The totals may differ from those in FLIGHT and other GHGRP data sets.
  • The charts in this dashboard include information on key demographic indicators for communities living within three miles of each GHGRP facility using census data drawn from EPA's EJSCREEN.

Although GHG emissions reported to the EPA by GHGRP facilities are global pollutants, many GHGRP facilities also release other pollutants that have a more direct and local impact in the surrounding communities. For example, power plants which report GHG emissions to the GHGRP may also release emissions of other pollutants such as particulate matter.

Each chart included in this dashboard offers a different way to view and understand the demographics of communities living near GHGRP facilities, as well as options for selecting a specific industry sector or demographic indicator.

Caveat for the Petroleum and Natural Gas Systems Sector

Data for the Petroleum and Natural Gas Systems sector do NOT include the Onshore Production, Gathering and Boosting, Natural Gas Transmission Pipeline, and Natural Gas Distribution industry segments, as these emissions are reported over large geographic areas rather than discrete point locations impacting communities.

Demographic indicator definitions

The demographic indicators are derived from EPA's EJSCREEN tool, based on data from the Census block groups included in a three-mile radius around each facility (each Census block group includes anywhere from 600 to 3,000 people living in it). The data for each Census block group includes six different demographic indicators, as well as a "Demographic Index" based on the average of the Low Income and People of Color indicators.
• Low-Income: the percent of a block group's population in households where the household income is less than or equal to twice the federal "poverty level."
• People of Color: the percent of individuals in a block group who list their racial status as a race other than white alone and/or list their ethnicity as Hispanic or Latino. That is, all people other than non-Hispanic white-alone individuals. The word "alone" in this case indicates that the person is of a single race, not multiracial.
• Less Than High School Education: the percent of people age 25 or older in a block group whose education is short of a high school diploma.
• Linguistic Isolation: the percent of people in a block group living in linguistically isolated households. A household in which all members age 14 years and over speak a non-English language and also speak English less than "very well" (have difficulty with English) is linguistically isolated.
• Children Under 5: the percent of people in a block group under the age of 5.
• Seniors Over 64: the percent of people in a block group over the age of 64.

  1. Why is a three-mile radius around facilities selected to represent the neighboring communities? A three-mile radius is consistent with environmental justice literature and studies, including the National Association for the Advancement of Colored People (NAACP) report " Coal Blooded: Putting Profits Before People” and EPA’s “EJ Screening Report for the Clean Power Plan”.
  2. How is the summary information determined for the surrounding area within three-miles of each facility? EPA uses methodology consistent with EJSCREEN to calculate the summary information for the areas around plants (i.e., buffers). The demographic summary for a buffer is designed to represent the average resident within the buffer, and also provides an estimate of the total population residing in the buffer. Detailed information about calculating data for surrounding buffers can be found in the “Calculations for Buffer Reports” section of the Technical Documentation for EJSCREEN.
  3. Why are areas at or above the 80th percentile highlighted? EPA uses the 80th percentile as a starting point for the purpose of identifying geographic areas that may warrant further consideration, analysis, or outreach. Communities above the 80th percentile for any key demographic are communities where a particular key demographic is at a level equal or higher than where 80% of the U.S. population lives (i.e., 80th percentile nationally). The use of the 80th percentile is consistent with EJSCREEN
